常州工学院留学生“综合素质积分”实施办法（修订）
Rules of “Comprehensive Quality Points” for Foreign Students, CIT (Revised)
为了进一步维护学校正常的教育教学秩序和生活秩序，加强校风校纪建设，提高留学生遵守规章制度的自觉性，保障留学生身心健康，根据《常州工学院留学生违纪处分规定（修订）》等相关规定，结合我校留学生实际情况，经学院研究，特制订本办法。
In order to maintain the regular teaching and living order, strengthen the discipline of CIT, raise foreign students’ consciousness of rules and regulations as well as guaranteeing their physical and mental health, the following rules are formulated in accordance with CIT Regulations for Foreign Students’ Punishment (Trial) with reference to the specific conditions of foreign students.
积分制管理办法
Introduction of Point Management
每名留学生每学年初赋予基础综合素质积分10分，如留学生出现违纪违规行为，则根据扣分细则扣除相应的积分；如留学生各方面表现出色、取得较好成绩，则依据加分细则认定奖励积分。当留学生综合素质积分为0时，学校将给予留学生退学处理。
Every foreign student has 10 points upon entering CIT. If students break certain rules or regulations, relevant points will be deducted. On the contrary, if students have excellent performance on campus or scores in the exams, relevant points will be added. When students’ points are completely deducted to 0, they will be expelled from CIT.
积分扣分细则
II. Details of Point Deduction
1. 学习纪律方面
1. Class Disciplines
（1）旷课每人每次扣0.25分。每周上课迟到、早退累计三次及以上者，以周为单位每人扣0.5分。
(1)Being absent from class causes a loss of 0.5 points per person each time; being late for class or leaving the class early without permission three or over three times costs 0.5 points per person each week.
扰乱课堂秩序每人每次扣1分；对待老师不礼貌、欺骗老师、擅自篡改考勤等学习记录者每人每次扣2分；与老师发生冲突、辱骂顶撞老师每次扣2-5分。
(2) Disrupting class rules costs 1 point; offensive words to teachers, cheating or changing the record of attendance arbitrarily without authorization costs 2 points each time; confliction with teachers, teasing or abusing teachers costs 2-5 points.
（3）在教学区域吸烟每次扣1分。
(3) Smoking in teaching areas costs 1 point each time.
（4）故意损坏教室内桌椅、设备每次扣2分。
(4) Intentionally damaging classroom furniture or other equipment causes a deduction of 2 points each time.
（5）考试作弊、擅自修改考试成绩、扰乱考试秩序、顶撞监考老师的，每人每次扣5-8分。
(5) Cheating in the examination or changing test scores arbitrarily without authorization, disrupting examination rules or contradicting exam supervisor leads to a deduction of 2 points each time.
2. 住宿纪律方面
2. Disciplines in Dormitories
（1）在寝室内使用大功率用电器、燃器具每人每次扣2分。
(1) Using prohibited high-power electrical appliances or burning appliances in the dormitory costs 2 points per person each time.
（2）不服从公寓管理者的安排、刁难纠缠管理人员每人每次扣2分。
(2) Disobeying the arrangements of dormitory managers, badgering with dormitory managers causes a loss of 2 points per person each time.
（3）在宿舍内大声喧哗、高声放音响等影响妨碍他人学习与休息每人每次扣1分。
(3) Making noise in the dormitory and hindering others with loud noise will get a deduction of 1 point per person each time.
(4)在公寓内吸烟、酗酒的，视情节严重每人每次扣1-2分。
(4)Smoking or excessively drinking in the dormitory causes a loss of 1 to 2 points per person each time depending on the seriousness.
(5)往窗外、楼下投扔各类废弃物品每人每次扣1分。
(5) Throwing wastes out of windows, downstairs costs 1 point per person each time.
（6）将易燃、易爆、剧毒、放射等威胁人身财产安全物品或淫秽、反动物品带进公寓内每人每次扣2分。
(6) Carrying threatening stuff like inflammable, explosive, poisonous, radioactive things or other obscene or reactionary stuff into the dormitory costs 2 points per person each time.
（7）在楼道、公共厨房、学生宿舍出入口、走道、楼梯、天台门等公共部位停放自行车、电瓶车、摩托车和摆放个人物品或垃圾，经教育拒不改正的，每人每次扣1分。
(7) Parking bikes, electric bicycles, motorcycles or deposit of stuff in public areas like corridors, kitchens, entrances of dormitory, stairs, rooftops etc. and refusing to accept the criticism causes a loss of 1 point per person.
（8）故意损坏、拆卸、改装公寓设备，乱动消防器材、报警、监控装置的，每人每次扣2分。
(8) Intentionally damaging, disassembling, modifying devices of the dormitory, tampering with fire-fighting equipments or alarms, causes a loss of 2 points per person each time.
（9）爬越宿舍围墙、阳台的，每人每次扣2分。
(9) Climbing over the wall or balcony of the dormitory costs 2 points per person each time.
（10）校内住宿留学生留宿其他同性住宿留学生每人每次扣0.5分，留宿其他异性住宿留学生每人每次扣1分（含被留宿学生）；留宿外来人员（包括留宿我校校外住宿留学生）每人每次扣2分；留宿外来异性人员每人每次扣5分。
(10) Overnight stay of other CIT students with the same gender causes a loss of 0.5 point and CIT students with different gender a loss of 1 points per person each time(including the students being invited to stay overnight) . Hosting visitors off campus (including the CIT students living outside campus)costs 2 points per person each time. Allowing people off campus with different gender to stay overnight in the dormitory leads to a loss of 5 points per person each time.
（11）私自调换宿舍每人每次扣2分。
(11) Exchanging rooms inside the dormitory without permission leads to a loss of 2 points per person each time.
（12）晚间10:30点之后，非校内住宿学生禁止进入留学生公寓，校内住宿学生需做晚归登记。违者每人每次扣1分。
(12) After 10:30 p.m., students who do not live in the dormitory are not allowed to enter the dormitory. Students live in the dormitory with a late return need to register. Violators will be deducted by 1 point per person each time.
（13）无故未在指定时间宿舍考勤的，每人每次扣0.25分；夜不归宿的，每人每次扣1分。
(13) Absence of dormitory attendance checking on certain time without reason costs 0.25 point per person each time. Staying out overnight will get a loss of 1 point per person each time.
（14）未按照留学生公寓会客制度会见外来人员的，每人每次扣1分。
(14) Meeting visitors against the meeting regulations of foreign students dormitory causes a deduction of 1 point per person each time.
3. 日常纪律方面
3. Daily Disciplines
（1）未请假或请假未批缺席入学教育讲座、留学生大会等各类重要留学生集会的，每人每次扣0.5分。
(1) Being absent from important international students gatherings such as entrance education lecture or international students conference without asking for leave or permission will lead to a deduction of 0.5 point each time.
（2）不服从老师管理，对待老师不礼貌，欺骗、顶撞、辱骂老师的，视情节轻重，每人每次扣2-8分。
(2) Disobeying the arrangements of teachers, saying offensive words to teachers, lying to teachers, having conflicts with teachers, teasing or abusing teachers costs 2 to 8 points depending on the offense seriousness.
（3）未在每学年开学前4周学年学籍注册时间内缴清学费、签证费、保险费、住宿费等各类费用、又未办理缓交申请的，每人每次扣3分；恶意拖欠者每人每次扣8-10分。
(3) Defaulting of tuition, visa, insurance fees, accommodation fees etc. in the first 4 weeks of every term without applying for postpone leads to a loss of 3 points per person each time. Intended defaulting causes a loss of 8 to 10 points each time.
（4）不按时办理住宿登记和居留许可每人每次扣2分。
(4) Failing to apply for residence registration and residence permits on time causes a deduction of 2 points per person each time.
（5）阻碍学校老师及工作人员依校规校纪履行职责、故意篡改和破坏公示公告，视情节轻重每人每次扣1-3分。
(5) Hindering teachers to conduct their duties, tampering or destroying public announcements deliberately costs 1 to 3 points per person each time.
（6）无中国法律法规许可的驾驶证件驾驶各类机动车辆或驾驶各类无证无照机动车的，一经发现，每人每次扣5分；购买电动车不主动登记上牌的，扣2分；在校园内禁止车辆行驶区域驾驶车辆的或在限速区域内超速驾驶的，每人每次扣2分；在校园内未在指定停车场所停放车辆的，每人每次扣综合素质积分1分。
(6) Driving various motor vehicles without the driving licenses acknowledged by Chinese laws and regulations or driving different kinds of unlicensed motor vehicles leads to a deduction of 5 points per person each time. Purchasing electric bicycle without registration of licence costs 2 points. Driving vehicles in vehicle-forbidden areas or speeding in speed-limited areas on campus costs 2 points per person each time. Parking vehicles on non-parking areas on campus causes a loss of 1 point.
（7）校外住宿学生在住宿地聚众喧哗、干扰邻居、酗酒、寻衅滋事的，每人每次扣3分。
(7) Making noises, disturbing neighbors, excessively drinking or picking a quarrel and making trouble by students who live off campus leads to a deduction of 3 points per person each time.
（8）肇事、打架斗殴、作伪证、私藏公安管制器械的，每人每次扣5分。
(8) Creating a disturbance, fighting or brawl, making perjury, possessing of controlled weapons by police costs a loss of 5 points per person each time.
（9）偷窃、诈骗价值不满500元的，视情节轻重每人每次扣1-5分；偷窃、诈骗价值在500元以上、尚未构成犯罪的，视情节轻重每人每次扣5-8分；屡次偷窃、诈骗、情节恶劣，尚未构成犯罪的，视情节轻重每人每次扣8-10分；偷窃、诈骗、情节恶劣，构成犯罪的，每人每次扣10分。
（9）Stealing or defrauding for value less than 500 RMB costs 1 to 5 points per person each time. Stealing or defrauding for value more than 500 RMB without constituting a crime leads to a loss of 5 to 8 points per person each time depending on the seriousness. Stealing or defrauding repeatedly with a serious nature without constituting a crime will be dealt with seriously with 8 to 10 points being deducted.
（10）吸毒、贩毒、制毒的，每人每次扣10分。
（10） Abusing drugs, trafficking drugs, or manufacturing drugs will be handled seriously, and 10 points will be deducted.
（11）触犯中国法律、构成刑事犯罪的，每人每次扣10分；违反治安管理规定受到处罚、性质恶劣的，每人每次扣10分；其他违反治安管理规定行为的，每人每次扣5-8分。
（11）Violating Chinese law and constituting a crime costs 10 points per person each time. Seriously violating regulations of security administration causes a loss of 10 points per person each time. Other behaviors violating regulations of security administration will lead to a deduction of 5 to 8 points per person each time.
（12）违反中国法律法规、擅自策划、组织大型集会、游行、示威等活动的，每人每次扣10分；参与非法组织、集会、游行、示威等活动的，视情节轻重每人每次扣1-3分。
（12）Organizing unauthorized activities like gathering, parade or demonstration, etc. against Chinese laws and regulations costs 10 points. Participating in unauthorized gathering, parade or demonstration causes a loss of 1 to 3 points per person each time according to the violation seriousness.
（13）在校园内进行传教及宗教聚集等活动者，视情节轻重，视情节轻重每人每次扣8-10分。
（13）Carrying out activities like preaching and religious gathering, etc. costs 8-10 points per person each time according to the violation seriousness.
（14）侮辱女性，酗酒滋事，赌博或提供赌博条件的，视情节轻重每人每次扣5-8分。
（14）Insulting females, making troubles after excessive drinking, gambling or offering gambling conditions causes a loss of 5 to 8 points per person each time depending on the seriousness.
（15）严重违背中国公民道德规范行为的，视情节轻重每人每次扣5-8分。
(15) Seriously violating citizen ethics will be deducted by 5-8 points per person each time according to the violation seriousness.
其他未列扣分事由及分值由国际交流学院视实际情况讨论后决定。
4.Other deduction cases and points will be decided by School of International Cooperation depending on the violation seriousness.
三、积分加分细则
III. Details of Point Addition
1. 学期成绩稳定在同专业、同年级前20%、且无不及格科目的，每人每学年加2分。
1. Ranking within the front 20% in the term score among the students of the same major and grade with no failing courses gains 2 point per person each academic year.
2. 虽学习成绩基础较差，但通过个人努力，学年内将不及格科目重修合格、不再有不及格课程的，每人每学年加1分。
2. Working hard despite the poor knowledge foundation and passing all the retaking exams with no more failing courses within that academic year gains 1 point per person every academic year.
3. 担任任课教师助理、积极协助任课教师完成教学任务，经任课老师推荐的，每人每学期加1分。
3. Working as the teaching assistants and helping the teachers with all the teaching tasks gains 1 point with the recommendation of the teachers.
4. 在学院、学校宿舍文明卫生检查中，所在宿舍文明卫生情况保持优良，受到表扬的，宿舍成员每学期加1分。
4. Gaining a reward for the good sanitation of the dormitory in the dormitory sanitation inspection by school or CIT leads to an addition of 1 point for every dormitory member .
5. 在校内外积极开展见义勇为、好人好事受到表扬的，校内每人每次加1分，校外每人每次加2分。
5. Gaining a reward for bravery deeds or offering help to others leads to an addition of 1 point per person each time if it takes place on campus or an addition of 2 points per person each time if it takes place off campus.
6. 积极参加学校各类文体活动、学科竞赛并取得较好成绩者，每人每项加0.5分，每学期加满2分为止。
6. Participating actively in various recreational or sports activities or competitions with high grades gains 0.5 point per person each time. The total point addition for this part is no more than 2 points each term.
7. 参加国家、省、市留学生相关才艺比赛、文体比赛等，获国家级奖项，每人每次加5分；省级奖项，每人每次加3分；市级奖项，每人每次加1分。
7. Gaining a reward in the talent competition, recreational or sports competition for foreign students at the municipal, provincial, or national level leads to an addition of points. A national award gains 5 points per person each time. A provincial award gains 3 points per person each time. A city-level award gains 1 point per person each time.
担任各类学生组织或团体主要干部（指留学生会正、副主席，正副部长，正副班长、班级委员等），工作满一年，工作积极主动，获得相关二级学院、辅导员推荐，国际交流学院核实的，每人每学期加1分。
8. Working actively as the leaders of various student organizations or groups such as the president or vice president of Students’ Union, directors or vice directions of Students’ Departments, the monitor or vice monitor or members of the class committee for a year gains 1 points per person each term with the verification of School of International Cooperation as well as the recommendation of other relevant schools and the class counselors.
9. 在宿舍考勤中，学期全勤者，综合素质积分加1分。
9. Getting full attendance on dormitory checking gains 1 point.
10. 其他未列加分事由及分值由国际交流学院视实际情况讨论后决定。
10. Other addition cases and points will be decided by School of International Cooperation depending on the situations.
四、附则
IV. Supplementary Provisions
1. 留学生“综合素质积分”实施办法的执行单位，由国际交流学院、学校各职能部门、二级学院和物业管理部门等组成。
1. The execution units of rules of comprehensive quality points include School of International Cooperation, relevant administrative departments, relevant schools, Property Management Office, etc.
2. 对于扣分项，执行单位可通过《常州工学院留学生“综合素质积分”扣分表》对违纪学生的违纪行为进行记录，并交至国际交流学院。国际交流学院对留学生扣分行为认定无误、留学生本人签字认可后及时反馈给执行单位或个人。
2. For point deduction, the execution units have the right to record prohibited behavior of students violating discipline by filling in CIT Comprehensive Quality Points Deduction Chart for foreign students and submit to School of International Cooperation. School of International Cooperation is responsible for the confirmation of foreign students’ violation behaviors. With the recognition and signature of the students themselves, School of International Cooperation gives the feedback to the execution units or individuals.
对于学生参与学校组织的各类竞赛、比赛等活动获得奖励积分的，在竞赛、比赛结束后一周由国际交流学院直接加给学生；对于其他学生个人参加各类活动、受到各级各类表彰的，学生需在每学期第15~16周向国际交流学院提出申请（部分加分项需在每学年末进行申请），并递交申请材料，申请材料包括《常州工学院留学生综合素质积分加分申请表》、相关佐证材料原件（原件核实后返还留学生本人）、复印件1份；国际交流学院审核无误后在每学期第19周前公布。
3.The points got from various kinds of competitions、matches etc. organized by CIT will be rewarded to students one week after finishing competition by School of International Cooperation. For other rewards got from different sorts of activities taken by students themselves, the application materials should be submitted to School of International Cooperation in the 15th and 16th week of each term except that some point addition needs to be applied by the end of each academic year. The application materials include CIT Comprehensive Quality Points Addition Chart for Foreign Students, the original and a photocopy of supporting materials. The original materials will be given back to the student after the verification. After the verification by School of International Cooperation, the final results will be announced before the 19th week of each term.
4. 国际交流学院每学期定期公布全体留学生加分、扣分情况，学期末对留学生最终综合素质积分实得分予以公示，公示无异议后,留学生最终综合素质积分实得分汇总表经留学生签字确认后由国际交流学院存档。
4. School of International Cooperation announces each foreign student’s point deduction and addition on certain time of each term. The final result of students’ comprehensive quality points will be publicly noticed. Without dissent, the final comprehensive quality points addition chart will be confirmed and signed by each student, kept by School of International Cooperation as records.
5. 本细则由国际交流学院制定，最终解释权归国际交流学院。
