Student Status Management Regulations for Foreign Students, CIT  (Revised)

  1. 总 则

Chapter 1 General Provisions

  1. 根据《学校招收和培养国际学生管理办法》(教育部、外交部、公安部第42号令)、教育部《关于试行普通高等学校外国留学生新生学籍和外国留学生学历证书电子注册的通知》、《关于进一步做好外国留学生学历证书管理和电子注册工作的通知》、《中华人民共和国出境入境管理法》、《中华人民共和国外国人入境出境管理条例》等文件精神和有关法律法规,参照《常州工学院学生管理规定》,制定本规定。

Clause 1 Regulations are formulated in accordance with laws and Regulations for Institutions of Higher Learning to Accept Foreign Students (Policy No.42 by Ministry of Education, Ministry of Foreign Affairs, and Ministry of Public Security); Notice on Trial of Foreign Freshmen Student Status and Electronic Registration of Degree Certificate by Ministry of Education; Notice on Improvement on Foreign Students’ Degree Certificate Management and Electronic Registration, Exit Immigration Law of the People’s Republic of China, Entry and Exit Management Regulations of the People’s Republic of China, etc., with reference to Regulations on Student Status Management of CIT.


  1. 本规定适用于经我校录取,获得上级教育主管部门批准入读我校,攻读学士学位的外国留学生(以下简称“留学生”)。

Clause 2 Regulations are suitable for foreign students enrolled by CIT for bachelor’s degree education with approval from the higher education sectors (hereinafter referred to as “students”).

  1. 经学校批准录取的留学生新生,应由本人持有效护照、学校签发的录取通知书,《外国留学人员来华签证申请表》(JW202表)、《外国人体格检查记录》及本人学历证明等材料,按学校有关要求和规定期限到校办理入学手续,并按规定缴纳学费、住宿费、保险费等费用。

1. Newly enrolled students are required to bring in their valid passport, Letter of Admission, Student Visa Application Form (JW202), physical examination records, and academic qualification materials, etc. to have their registration done at School of International Cooperation according to the related requirements of CIT and regulated time. Fees for tuition, accommodations, insurance, etc. shall be paid upon registration.

(二)因故不能按期报到,必须事先请假。除因不可抗力等正当事由外,未经请假或请假后逾期两周不报到的,视为放弃入学资格。

2. Students who cannot register in due time must inform CIT and ask for leave. Students who leave for over two weeks or do not ask for leave during registration will be considered as Voluntary Withdrawal from Studies, excluding the students affected by Force Majeure.

(三)因故不能按期报到需请假的,由本人提出书面申请,并附相关证明材料,报国际交流学院批准。

3. Students who cannot register must submit a personal written application with relevant supporting materials to School of International Cooperation for approval.

第四条  入学资格复查

Clause 4 Review of Admission Qualification

  1. 留学生新生入学后,必须在规定的期限内到常州市出入境检验检疫局办理《外国人体格检查记录》确认手续。无法提供《外国人体格检查记录》的,必须在常州市出入境检验检疫局进行体检。

1. Students shall go through physical examination confirmation procedures within the required period at Changzhou Entry-Exit Inspection and Quarantine Bureau after admission. Those who fail to do so shall get physical examination at Changzhou Entry-Exit Inspection and Quarantine Bureau.

(二)持X1签证入境的留学生新生入学后,必须在自入境之日起30日内,向公安机关出入境管理部门申请办理居留许可。

2. After registration, students with X1 visa should apply to the entry and exit administration bureau of public security for residence permit within thirty days of entering China.

(三)留学生在完成体检或体检复查,并办妥居留手续后准予注册,取得学籍。体检不合格或逾期未办妥居留手续的,由学校根据国家有关规定,区别情况予以处理,直至取消入学资格。

3. Students will be allowed to register and obtain student status after physical examination or reexamination. Students who are not physically qualified or who do not obtain residence permit within set time shall be dealt with based on actual conditions according to state regulations, even canceling registration.

(四)凡属弄虚作假、徇私舞弊被录取取得学籍的,一经查实,即取消学籍,予以退学。情节恶劣的,提请有关部门查究。

4. Students who get admission via improper means shall be canceled student status once verified. Serious cases shall be submitted to relevant organizations.

第五条  保留入学资格

Clause 5   Reservation of Admission Qualification

  1. 留学生新生在入学体检或体检复查中发现患有疾病,不宜在校学习的,可申请保留入学资格一年。

1. Students with diseases unsuitable for campus study found in physical examination or reexamination may apply for one-year’s reservation of admission qualification.

(二)留学生新生保留入学资格,须由本人提出书面申请,国际交流学院审核、批准。

2. Reservation of admission qualification should be submitted with written application to School of International Cooperation for approval.

(三)批准保留入学资格的留学生,须在通知之日起两周内办理离校手续,回国疗养。无故不办理离校手续的,取消入学资格。

3. Students who are approved to reserve admission should go through all the procedures for leaving school and go back to home country within two weeks. Students who do not go through all the procedures of leaving shall be canceled admission.

(四)保留入学资格的留学生不具有学籍,不享受在校学生或休学学生待遇。

4. Students with preserved admission shall not have student status and shall not be treated as registered students or temporally suspension students.

(五)保留入学资格的留学生,经治疗康复或病情确已好转能够修读学业的,可在下一学年开学前两个月,持所在国公立医院的诊断证明向国际交流学院提交入学申请,经公安机关出入境管理部门指定的机构诊断,符合体检要求的,按当年新生办理入学手续。复查不合格或逾期不办理入学手续的,学校将取消入学资格。

5. Students with reserved admission and recovered health can apply to School of International Cooperation for admission with medical certificate from home country’s public hospital before the beginning of the next academic year. Students who pass the physical examination by the institute assigned by the entry and exit administration bureau of public security can register with the newly enrolled students. Students who don’t pass the physical examination or don’t register within stipulated time shall be canceled student status.

第六条  国际交流学院根据留学生新生报到和入学资格复查结果,汇总留学生新生学籍信息数据报教务处。国际交流合作处按教育部要求于每年1015日前做好全校留学生新生学籍电子注册工作。对于已取得我校签发的录取文件,但未取得学籍的留学生新生,国际交流合作处汇总名单报公安机关出入境管理部门。

Clause 6School of International Cooperation shall gather and report the electronic registration data of newly enrolled students to Department of Academic Affairs according to registration and admission qualification review. Department of International Exchange & Cooperation will finish Electronic registration before October 15th each year according to Ministry of Education. The name list of students with CIT’s offer but without student status shall be submitted to higher the entry and exit administration bureau of public security by Department of International Exchange & Cooperation.

Chapter 3 Registration

  1. 注册规定

Clause 7   Registration Rules

  1. 在读的留学生须在每学期开学后一个月内办理注册手续,方能享有选课、听课、使用学习资源、参加课程考核、获得学习评价、毕业时获得学历学位证书等权利。

1. Registered students should have their registration done within one month of the new term in order to select courses, attend lectures, use learning resources, have examination, obtain learning assessment, get bachelor’s degree and certificate upon graduation.

(二)未按学校规定缴纳学费、住宿费、保险费等相关费用,或其他不符合注册条件的不予注册。

2. Students who don’t pay fees for tuition, accommodations, insurance, etc. and those who are not qualified for registration shall not be registered.

(三)因故不能按时注册的,必须事先办理暂缓注册手续(暂缓注册的期限为一个月)。无故逾期两周不办理注册手续的,按退学处理,取消学籍。

3. Students who cannot register in due time should apply for a Delayed Registration with the maximum period being one month. Students who miss the registration for up to two weeks without reason will be considered as drop outs and cancel student status.

(四)留学生因故申请暂缓注册,由本人提出书面申请,国际交流学院审核、批准。

4. Students who delay registration should submit a written application to School of International Cooperation for approval.

(五)留学生不到校失去联系或者拒绝学校联系的,学校在尽力采取措施联系学生未果后,按退学处理,取消学籍。

5. Students who lose contact with CIT or who refuse to contact CIT shall be considered as drop outs and cancel student status after measures are taken by CIT to contact students.

第八条  注册准备

Clause 8   Registration Preparation

  1. 每学期开学初,由计划财务处负责向国际交流学院提供留学生缴费信息

1. At the beginning of each term, CIT Finance Department shall provide students’ fee information to School of International Cooperation.

二)国际交流学院做好通知留学生注册和相关宣传教育工作,及时做好个别留学生的缴费提醒工作。

2. School of International Cooperation shall notify students about registration, carry out relevant publicity and education, and timely remind individual students of payment.

第九条  注册程序

Clause 9   Registration Procedure

  1. 留学生在规定时间内持本人学生证和居留许可证明到国际交流学院办理注册手续,并在学生证上加盖注册章。

1. Students should bring personal student certificate and residence permit for registration at School of International Cooperation within set time. The student certificate should be stamped.

(二)因故暂缓注册的留学生,由本人携带学生证、居留许可证明和相关证明手续(经审批的暂缓注册手续等)到国际交流学院办理补注册。

2. Students who delay registration should bring personal student certificate, residence permit and relevant proof materials (approval to Delayed Registration, etc.) to School of International Cooperation for make–up registration.

三)在学期间,如居留许可证明上填写的项目有变更,留学生必须在10日内到公安机关出入境管理部门办理变更手续。

3. If there is any information change on residence permit within the period of study, students should go to the entry and exit administration bureau of public security to make the modification accordingly.

第十条  注册处理

Clause 10   Registration

  1. 在学校规定的留学生注册时间截止后,国际交流学院汇总留学生注册情况报教务处,在教务系统中进行标注。

1. School of International Cooperation shall gather registration data and submit to Department of Academic Affairs for marking in the academic system.

(二)国际交流学院对逾期未注册留学生提出处理意见或建议,教务处审核,报分管校长批准。

2. School of International Cooperation shall propose treatment suggestions on students failing to register, which will be reviewed by Department of Academic Affairs and reported to relevant president to get approval.

(三)留学生在学期间发生变更专业、改变学制、因故休学等学籍变动时,国际交流合作处负责按照教育部要求登录中国高等教育学生信息网进行修改,确保学籍电子注册数据信息的实时和准确性。对取消学籍的留学生,国际交流合作处报上级教育主管部门备案,并通知公安机关出入境管理部门。公安机关出入境管理部门依法收缴其所持外国人居留证或缩短其在华停留期。

3. Department of International Exchange & Cooperation shall update student status information on China Higher Education Student Information Network According to the requirement of Ministry of Education timely, especially when changes such as major, length of schooling, suspension of study, etc. happen so as to ensure information accuracy. Concerning students whose student status is cancelled, Department of International Exchange & Cooperation shall record it to the educational management department of the upper level and notify the entry and exit administration bureau of public security. The entry and exit administration bureau of public security shall take over students’ residence permit and shorten their stay in China.

第四章  学生证与校徽

Chapter 4 Student’s ID & Badge

  1. 留学生新生入学取得学籍后,由教务处发给其学生证和校徽。

Clause 11Department of Academic Affairs shall hand out student’s ID and badge after students’ registration and enrollment.


  1. 学生证、校徽的使用和保管

Clause 12Use and Storage of Student’s ID &Badge

  1. 学生证和校徽只限留学生本人使用、佩戴,不准转借他人使用。

1. Students’ ID card and badge is only valid for card or badge holder and shall not be lent to others.

(二)学生证信息必须逐项如实填写,不得涂改。如学生证上信息有误,或由于学籍变更须重新办理学生证的,可填写申请,由国际交流学院统一到教务处办理换证

2. Students’ ID shall be truthfully filled in and without correction. In cases where ID information is wrong or ID renewal due to student status change, School of International Cooperation shall re-register the ID at Department of Academic Affairs with student’s application.

三)留学生在每学期开学后一个月内,到国际交流学院办理注册手续。未盖注册章的学生证无效。

3. Registration shall be done one month within the beginning of the new term at School of International Cooperation. The ID without registration stamp is invalid.

(四)留学生不得使用他人的学生证或校徽。拾到他人学生证或校徽,应立即上交国际交流学院。

4. ID card and badge is only valid for card or badge holder. Picked up ID or badge shall be submitted to School of International Cooperation.


  1. 留学生如将学生证或校徽转借他人使用,或一人使用两个学生证、校徽者,或使用他人学生证或校徽者,一经查出,根据情节予以批评教育直至给予纪律处分。

5. Punishment from criticism to disciplinary sanction shall be given in accordance with the seriousness once the following cases are found: lending ID or badge to others; using two IDs or badges; using other’s ID or badge.

第十三条  学生证、校徽的补办

Clause 13   Reissuing of Student’s ID & Badge

  1. 留学生如将学生证遗失或损坏,应及时向国际交流学院报告,并办理补办手续。

1. Students whose ID is lost or damaged shall report to School of International Cooperation to reissue in time.

1. 留学生提交补办学生证书面申请,经国际交流学院同意,登报(公开发行的报纸)挂失。

1) Students shall submit a written application to School of International Cooperation for reissuing ID and make a lost statement in the publicly issued newspaper.

2. 留学生将挂失申明、一寸近照交国际交流学院,统一到教务处补办学生证。

2) Students shall submit the lost statement and ID photo (1 inch size) to School of International Cooperation for reissuing of ID at Department of Academic Affairs.

3. 学生证补办时间为各教学周周一。

3) Reissuing time is Monday of each academic week.

二)留学生补领校徽,由国际交流学院于每学期开学后两周内到教务处统一领取。

2. School of International Cooperation shall get the reissued badges at Department of Academic Affairs two weeks within the beginning of the new term.

第十四条  学生证的注销

Clause 14 Cancellation of Student ID

  1. 留学生丢失的学生证在补领后又找到时,应将找到的学生证交回国际交流学院注销。

1. Students whose lost ID is found after reissuing shall submit the found ID to School of International Cooperation for cancellation.

(二)留学生因转学、退学、开除学籍等原因离校时,应将学生证交回国际交流学院注销后,方能离校。

2. Students who transfer, drop out, or expelled from CIT shall return their IDs to School of International Cooperation for cancellation before leaving.

(三)留学生毕业离校时,应将学生证交回国际交流学院注销后,方能离校。如学生证丢失,需先办理挂失手续,才能注销。

3. Students upon graduation shall return their IDs to School of International Cooperation for cancellation before leaving. In cases of lost ID, a report for loss shall be done before cancellation.

第五章  学制与学习年限

Chapter 5 Mode and Duration of Study

  1. 普通本科专业标准学制为四年或五年,各专业按标准学制制订人才培养方案。学校实行学分制管理和弹性学习年限,留学生在各专业人才培养方案所规定的标准学制年限基础上,可提前、推迟或分阶段完成学业。

Clause 15The duration of study is 4 or 5 years for general undergraduate students, according to which the cultivation plan is made. Credit system management and a flexible duration of study are adopted, that is, students can advance, postpone graduation or complete study through separate stages based on cultivation plan being the general duration.

  1. 留学生因各种原因不能在标准学制年限内修完专业人才培养方案规定的总学分和其他各类学分,可申请延长学习年限,但延长的学习年限原则上不得超过两年。新生保留入学资格,因各种原因保留学籍、休学等均计入总学习年限。留学生学习年限自新生报到入学注册之日起开始计算。

Clause 16 Students who fail to complete the total credits or other kinds of credits in the cultivation plan can apply to postpone the duration of study within 2 years. Cases such as qualification preservation, student status remaining, suspension of schooling, etc., shall all be counted into the total study period. The study period begins from the day students registered.

  1. 留学生按专业人才培养方案的要求,提前修满规定的总学分和其他各类学分,达到毕业要求的,经本人申请,可提前毕业。

Clause 17Students who complete the total credits and other kinds of credits in the cultivation plan and meet all the graduation requirements can graduate head of time with a personal application.

  1. 休学与复学

Chapter 6 Suspension and Resumption of Schooling

  1. 留学生申请休学或学校认为应当休学的,可予休学。留学生有下列情况之一者,应予休学:

Clause 18Students who apply for or who are considered necessary can apply for suspension of schooling. Students are eligible to take suspension of schooling under any of the following circumstances.

  1. 经医院诊断,因病须停课治疗、休养占一学期总学时三分之一以上的;

1. Students who are diagnosed with the illness that will consume over 1/3 of the total course hours in one term for medical treatment.

(二)一学期请病假、事假缺课累计超过本学期总学时的三分之一以上的;

2. Students who ask for leave due to sickness or personal affairs for over 1/3 of the total course hours in one term.

(三)申请分阶段完成学业的;

3. Students who apply completing study in separate periods.


  1. 因其他原因学校认定应当休学的。

4. Students who are decided to take suspension of schooling by other reasons or by the university.

第十九条  留学生休学,由本人提出申请,填写《常州工学院留学生休学审批表》一式四份并附有关证明,国际交流学院审核,结清费用后报教务处批准。经学校认定应当休学的留学生,如本人不愿休学,可由国际交流学院提交休学申请报告,经教务处批准,责令其休学。

Clause 19 Applicants shall personally complete 4 copies of the Application Form of Suspension of Schooling for International Students at CIT, and submit it together with other proof documents to School of International Cooperation for examine, then report to Department of Academic Affairs for approval after paying all the fees. Students who are decided to take suspension of schooling by CIT but refuse shall be demanded to do so with School of International Cooperation submitting the application to Department of Academic Affairs for review and approval.

第二十条  留学生休学时间一般以一年为限,学期结束前开始休学的,该学期按休学计算。休学期满后仍不能复学的,可凭相关证明,在期满前一个月向国际交流学院申请继续休学,经国际交流学院审核,教务处批准,可继续休学一年,但累计休学时间与实际学习时间总和不能超过允许的最长学习年限。

Clause 20The maximum period of suspension is one year. If students suspend their study before the end of a term, the current term will be counted into the suspension period. Students who cannot resume schooling can apply for continuous suspension one month head of the expiration of suspension with proof documents to School of International Cooperation for review and to Department of Academic Affairs for approval. Students with the approval can continue the suspension for one more year with the total sum of suspension and study period not exceeding the duration of study.

第二十一条  休学留学生的有关事项,按下列规定办理:

Clause 21Issues on students who suspense schooling shall be dealt with according to the following rules.

  1. 经批准休学的留学生必须在两周内办完手续,离校、离境。国际交流合作处通知公安机关出入境管理部门依法收缴其所持外国人居留证或缩短其在华停留期。

  1. Students under suspension should go through all the suspension procedures within two weeks and return to their home countries. Department of International Exchange & Cooperation shall notify the entry and exit administration bureau of public security to take over students’ residence permit and shorten their stay in China.

  1. 留学生在休学期间,不得听课、参加课程考试。

  1. Suspended students are not allowed to attend class or tests.

  1. 留学生在休学期间,不享受在校生的待遇,不予安排住宿。

3. Students under suspension shall not be treated as on-campus students and be offered accommodation.

(四)享受奖学金的留学生在休学期间,奖学金暂停发放。

4. For scholarship students, their living allowance will be suspended during their leave.

(五)留学生在休学期间发生的任何事故,学校不承担责任。

5. CIT shall not be responsible for any accident that happens during students’ suspension period.

(六)应当办理休学手续而拒不办理、或办理休学手续后拒不离校的留学生,自学校明确其应办理休学手续或应离校日期起,无故逾期两周的,视为放弃学籍,按自动退学处理。国际交流合作处通知上级教育主管部门和公安机关出入境管理部门。公安机关出入境管理部门依法收缴其所持外国人居留证或缩短其在华停留期。

6. Students who refuse to suspense schooling or refuse to leave school after going through suspension procedures with two weeks’ overdue time without justified reasons are regarded as giving up student status. They shall be treated as automatic dropping out and be reported to superior educational department and public security exit and entry management bureau by Department of International Exchange & Cooperation , which will take over students’ residence permit and shorten their stay in China.

第二十二条  休学留学生的复学按下列规定办理:

Clause 22 Issues on students resumption shall be dealt with according to the following rules.

  1. 休学留学生应在休学期满前两个月向国际交流学院申请复学,经国际交流学院审核,教务处批准后方可复学。休学留学生办理复学手续时,需提交本人休学审批表、《常州工学院留学生复学审批表》一式三份及其他相关证明材料。因病休学的须持所在国公立医院出具的康复证明,由公安机关出入境管理部门指定的机构复查合格,方可复学。伪造诊断证明及复查不合格者不得复学。

1. Students shall apply to School of International Cooperation for resumption two months before the deadline of suspension period. They can only resume schooling with review from School of International Cooperation and approval from Department of Academic Affairs. Students shall submit personal Form of Suspension Review and Form of Resumption Review in three copies and other relevant materials for review and approval from School of International Cooperation. Students who suspense schooling due to illness shall provide health recovery certificate offered by their national public hospitals with the reexamination at the institute assigned by public security exit and entry management bureau in order to resume schooling. Students with fake proof certificates or don’t pass the reexamination shall not resume schooling.

(二)留学生在休学期间如有违法犯罪行为,学校将取消其复学资格并取消学籍。

2. Students with behaviors violating laws during their suspension of schooling shall be disqualified for resuming study with student status being cancelled.

(三)复学留学生一般应编入原专业的适合年级学习。

3. Students who resume their study will be assigned into the corresponding grade of the same major.

第七章  转专业

Chapter 7 Major Transfers

第二十三条  留学生在校期间对其他专业有兴趣和专长,或有特殊原因需要转专业的,可申请转专业。

Clause 23Students who are interested in or specialized in other majors or due to special reasons may apply for changing majors within CIT.

第二十四条  留学生属下列情况之一的,一般不予转专业:

Clause 24Students are ineligible to transfer majors under any of the following circumstances.

  1. 入学不满一学期的;

1. Students who get the admission for less than one year.

(二)已修满教学计划规定总学分的三分之二及以上的;

2. Students who complete 2/3 or more of the credits stipulated in cultivation plan.

(三)因违纪而受处分的留学生;

3. Students who are punished due to violation of disciplines.

(四)休学期间的留学生。

4. Students who are under suspension.

第二十五条  转专业后的学籍处理

Clause 25 Student Status Management after Transfer

  1. 留学生跨学科门类转专业的,原则上应转入低一年级学习;留学生转入同一学科门类相近专业的,经转入二级学院核准,可转入同一年级。

1. In principle, students who transfer majors will be assigned into the lower grade. Students who transfer to similar majors within the same discipline can transfer to the same grade with approval from the target school.

(二)凡获准转专业的留学生应按转入的专业和年级学费标准交纳学费。

2. Transfer students shall pay tuition fees of the target grade and major accordingly.

(三)留学生转专业后,应按转入专业人才培养方案的要求修读课程。原专业已修读的课程及学分,符合转入专业人才培养方案要求的,经转入二级学院核准后予以承认;不符合转入专业人才培养方案要求的,经转入二级学院核准后可作为通识选修课程学分记载。凡需要补修的课程,按照重修的要求办理。

3. Transfer students must earn all the prescribed course credits of the target major. The credits obtained from the original major can be recognized by the school of the target major, depending on the course similarity and the degree requirements. Otherwise, they will be recognized as credits of optional courses. Make-up courses will go through the procedures as required.

(四)被批准转专业并已办理手续者,不得申请转回。

4. Transfer students shall not be allowed to transfer back.

五)留学生在校学习期间,原则上只能转专业一次。

5. Each student can transfer only once.

第二十六条  转专业工作每年办理一次。转专业的留学生应在学年课程结束前六周提出申请,填写《常州工学院留学生转专业申请表》,经转出专业所在二级学院和转入专业所在二级学院审核,报国际交流学院、教务处批准后,转入所申请的专业学习。

Clause 26Students transfer will be transacted once a year. Applicants shall fill in Application Form for Transfer and submit it six weeks before the end of the academic year for the approval from the original school and target school as well as for the approval from School of International Cooperation and Department of Academic Affairs.

第八章 转 学

School Transfer

第二十七条  留学生一般应当在被录取学校完成学业,如确有特殊情况,可申请转学。

Clause 27Students shall complete study in CIT. Students are eligible to transfer school under any of the following special circumstances.

第二十八条  留学生有下列情形之一,不得申请转学:

Clause 28Students are ineligible to transfer school under any of the following circumstances.

  1. 入学未满一学期的;

1. Students who get the admission for less than one year.

(二)因故休学尚未复学的;

2. Students who do not resume schooling due to suspension.

(三)本科三年级及以上,或已修满教学计划规定总学分的三分之二及以上的;

3. Junior or senior students or students who have obtained full or over 2/3 of the required credits.

(四)应予退学或受到开除学籍处分的;

4. Students who should be expelled or drop outs.

(五)其他无正当理由的。

5. Other indefensible reasons.

第二十九条  在国内其他本科院校在读的留学生,可申请转入我校相近专业学习,经原招生学校、转入二级学院同意,国际交流学院审核,教务处批准后录取为插班生。插班生在原就读院校获得的课程学分,经转入二级学院核准后予以承认;不符合转入专业人才培养方案要求的,经转入二级学院核准后可作为通识选修课程学分记载。凡需要补修的课程,按照重修的要求办理。

Clause 29Students who study in other national institutes of higher learning can apply to transfer to CIT’s similar majors after getting approval from original university and target schools, being reviewed by School of International Cooperation and and approved by Department of Academic Affairs. Credits obtained in previous colleges or universities need to be recognized by target schools of CIT. Credits that do not comply with the cultivation plan of the target schools shall be recognized and recorded as selective courses with the review of target schools. Delayed courses shall be dealt with as restudy courses.

第三十条  留学生申请转学到国内其他本科院校学习,经我校和转入学校同意后,转入学校发函通知我校国际交流学院。留学生在结清相关费用后方可办理转学手续,转出我校的留学生应自行办理外国人在华居留迁移手续。

Clause 30 Students who apply to transfer to other national institutes of higher learning need CIT’s approval as well as target college’s or university’s approval with a notification letter to School of International Cooperation. Students can go through transfer procedures after paying all the relevant fees. Students shall go through foreigners residence migration procedures by themselves.

第九章 转级、退学预警与退学

Chapter 9 Repeat, Drop-out, and Expelling

第三十一条  留学生因各种原因无法跟原班级学习的,可自愿申请转入下一年级学习。转入下一年级学习的留学生按转入年级的收费标准缴纳学费。

Clause 31 Students can apply to repeat a year’s work for various reasons. Repeated students shall pay the fees of the repeated grades.


第三十二条  留学生申请转入下一年级学习,应在每学年第一学期开学第三周集中办理。由留学生本人提出申请,填写《常州工学院留学生转级审批表》一式四份,经所在二级学院、国际交流学院审核,报教务处批准。

Clause 32 Students who apply to repeat a year’s work shall go through the procedures in the third week of the first term each year. Students shall fill in Form of Grade Transfer in four copies to schools and School of International Cooperation for review and to Department of Academic Affairs for approval.

第三十三条  国际交流学院应加强过程监控,对学业成绩未达到阶段要求的留学生给予学业预警,具体办法按照学校相关规定执行。

Clause 33 School of International Cooperation shall put more  effort on the process supervising to warn students who don’t meet the demands of current study in advance. Specific methods are based on the related regulations of CIT.

第三十四条  留学生有下列情形之一,予以退学:

Clause 34Students with the following circumstances shall be ordered to quit school or be expelled from CIT.

  1. 在学校规定的最长学习年限内(含休学和保留学籍)未完成学业的;

  1. Students who fail to complete study within the maximum study period (including suspension) stipulated by CIT.


  1. 休学、保留学籍期满,在学校规定期限内未提出复学申请、或未办理继续休学手续的、或申请复学经复查不合格的;

  1. Students who fail to apply to resume schooling or go through suspension extension procedures upon the expiry of the suspension period. The same is the case with students who fail to pass the resumption application.

  1. 经学校指定医院诊断,患有疾病或意外伤残无法继续在校学习;

  1. Students who cannot continue study with diseases or accidental disability diagnosed by hospitals.

  1. 一学期累计旷课达80学时,或未经批准连续两周未参加学校规定的教学活动的;

  1. Students with the total absent hours adding up to 80 within one term or leave school for two continuous weeks without permission.

  1. 超过学校规定期限两周未注册而又未履行暂缓注册手续的;

  1. Students who fail to register two weeks over the stipulated time and don’t apply for the postpone.

  1. 学校规定的不能完成学业应予以退学的情形;

  1. Students who should drop out for can’t complete studying according to the regulations set by CIT.   

  1. 留学生本人申请退学的。

  1. Students who apply to drop out in person.

第三十五条  留学生本人申请退学,应向国际交流学院提出申请,填写《常州工学院留学生退学审批表》一式四份,经国际交流学院、教务处审核,报分管校长批准。

Clause 35Applicants shall personally complete 4 copies of the Application Form of Drop-out of Schooling for International Students at CIT, submit  to School of International Cooperation for reviewing and report to relevant president to get approval.

属本人申请退学而又不到校办理退学手续的留学生,以及符合本章第三十四条第(一)至第(六)款规定的留学生,可由国际交流学院提出退学处理建议,向教务处提交退学处理报告及相关材料。国际交流学院提交退学处理报告之前,应当告知留学生作出退学处理的事实、理由及依据,并告知留学生享有陈述和申辩的权利,听取留学生的陈述和申辩。

Students who have applied for quitting school yet didn’t do the procedure or the students is of the situation stated in Clause 34, will be suggested to drop out by School of International Cooperation and reported to Department of Academic Affairs together with drop-out suggestion and relevant materials. School of International Cooperation shall inform students of the facts, reasons and evidences about the drop-out suggestion as well as their rights of statement and defense and listen to their statement and defense.  

教务处配合学校法务人员,对国际交流学院提交的退学处理报告及相关材料进行合法性审查后,提请校长办公会议研究决定。

Department of Academic Affairs will work with legal personnel to review the drop-out suggestion and relevant materials reported by School of International Cooperation and submit to President’s office meeting to make decision.

第三十六条  经批准退学的留学生,学校出具退学决定书,由国际交流学院直接送达留学生本人。留学生拒绝签收的,可以以留置方式送达;已离校的,可以采取邮寄方式送达;难于联系的,可以利用学校网站、新闻媒体等以公告方式送达。

Clause 36School of International Cooperation shall deliver CIT’s decision letter to students who are approved to drop out or expel from school. If the student refuse to accept the letter, leaving the letter on place means it is delivered. If the student has left school, mail the letter to student. If it is hard to contact the student, the letter will be publicly noticed on the CIT website or press media etc..

第三十七条  留学生对退学处理有异议的,可在接到学校退学决定书之日起十日内,向学校学生申诉处理委员会提出书面申诉。留学生在申诉期内未提出申诉的视为放弃申诉,学校学生申诉处理委员会不再受理其提出的申诉。

Clause 37 Students who have dissent on the drop-out decision have the right to submit written defense material to student complaints handling committee within 10 days when they get the decision letter. If they didn’t do it before the deadline, it will be considered they have given up their defense right and the committee will not accept their defense material any more.

第三十八条  自正式批准退学之日起,停止一切学生待遇。退学留学生必须在两周内结清费用、办清离校手续。逾期不办理离校手续,由学校有关部门注销其在校各种关系。

Clause 38 Treatment as a student shall terminate from the date of issuing dropping out. Students shall pay off all fees and go through all the school leaving procedures two weeks within receiving the notice.Those who fail to do so shall be logged out by CIT’s relevant departments.

第三十九条  留学生退学的有关事宜,按下列规定办理:

Clause 39  Issues on foreign students drop out shall be dealt with according to the following rules:

  1. 国际交流合作处将退学学生信息报上级教育主管部门和公安机关出入境管理部门备案。公安机关出入境管理部门依法收缴其所持外国人居留证或缩短其在华停留期。

  1. Information of drop-out students shall be reported to superior educational department and public security exit and entry management bureau for record by Department of International Exchange & Cooperation. Public security exit and entry management bureau shall legally terminate students’ residence permit and shorten their stay in China.

  1. 退学留学生费用结算,按学校财务相关规定执行。

  1. Refund of fees shall be conducted by Finance Department according to related regulations.

  1. 对在校学习满一学年的退学留学生,学校发给肄业证书;对在校学习不满一学年或开除学籍的退学留学生,学校发给写实性证明。

  1. Drop-out students who have completed one-year study will be given incompletion certificate and those who haven’t finished one-year study or been expelled will be given statement certificate.

第十章  毕业、结业与肄业

Completion, Graduation and Incompletion

第四十条  凡具有我校正式学籍的留学生,在规定的学习年限内,修完专业人才培养方案规定的全部课程,取得规定的总学分和其他各类学分,达到毕业要求,可准予毕业,发给毕业证书。

Clause 40 CIT confers a Certificate of Graduation to students who complete all the courses in the prescribed cultivation plan and meet the requirements of graduation within the duration of study. CIT confers a Bachelor’s Degree to students who meet the degree conferment requirements for International Students.

第四十一条  留学生在规定的学习年限内,修完专业人才培养方案规定的全部课程,但因课程考核不合格等原因未达到毕业要求的,可办理结业手续,或办理延长学习年限。

Clause 41Students who complete all the courses in the prescribed cultivation plan but fail some courses within the stipulated study duration can apply for completion of study or postpone the study duration.

  1. 办理结业手续的留学生,可领取结业证书。留学生可以在最长学习年限内回校修读未完成的学分,并按标准缴纳学分学费,经考核合格,符合毕业要求者,可换发毕业证书。

1. Students can get Certificate of Completion after going through the necessary procedures.And students can come back to gain the left credits within the maximum study duration, pay tuition fee for credits, pass exams and get graduation certificate if are qualified for graduation.

(二)申请办理延长学习年限的留学生,可在最后一学期结束前二周内到国际交流学院办理相关手续,并按标准缴纳学费。延长学习年限超过总学习年限的,按结业处理。

2. Students who apply for postponing study duration can go through relevant procedures two weeks before the end of the last term at School of International Cooperation with all the fees being paid. Cases such as postponed duration exceeds the total duration will be treated as completion of study.

第四十二条  留学生在校学习已满一学年,如因某种原因退学的,可发给肄业证书。

Clause 42 Students who have studied for over one year but drop out of school for some reason can get Certificate of Incompletion.

Chapter 11 Academic Diploma Qualifications Review and Diploma Certificate

第四十三条  毕业留学生学历资格审核按下述程序执行:

Clause 43Diploma qualifications review of students upon graduation shall be the following steps.

  1. 国际交流学院会同相关二级学院于每年4月上旬,对学校应届毕业留学生名单和个人信息进行核对,由留学生本人签字确认,并将核对结果报教务处、国际交流合作处。

1. The name list and personal information of students upon graduation with students’ signatures shall be checked by School of International Cooperation and relevant schools at the beginning of April each year. Then report the final result to Department of Academic Affairs and Department of International Exchange & Cooperation.

(二)国际交流合作处审核、汇总学校本年度毕业留学生相关数据,于每年5月上旬完成留学生学历证书电子注册的准备工作。

2. Annual data of students upon graduation shall be reviewed by Department of International Exchange & Cooperation. Electronic registration data of students’ diploma certificate and diploma certificates application shall be prepared early May each year.

(三)相关二级学院、国际交流学院于每年6月中下旬全面审核留学生学历资格,给出是否准许毕业、结业和肄业的结论,经二级学院和国际交流学院院长签字、并加盖公章后报送教务处。

3. School of International Cooperation and relevant schools shall review students’ diploma qualifications and decide on graduation, completion, or incompletion from mid to late June each year. The decision shall be reported to relevant schools and School of International Cooperation with the signatures and stamps of deans, then send to Department of Academic Affairs.

第四十四条  教务处、国际交流合作处负责按教育部外国留学生学历证书格式要求,统一制作、填写学历证书。学历证书文本的语言为中文,统一编号,加盖学校公章和校长签字章,并由专人负责保管。

Clause 44Department of Academic Affairs and School of International Cooperation will make and fill in Diploma Certificate according to format requirements on foreign students’ diploma certificate by Ministry of Education. Certificate will be written in Chinese with united code, school seal and president’s signature, meanwhile will be kept by certain people.

第四十五条  学历证书发放要求和流程如下:

Clause 45 Requirements and procedures for conferring Diploma Certificates are as follows.

  1. 毕业留学生学历证书发放工作由国际交流学院负责。学历证书发放时,应要求毕业留学生在规定时间内按学校有关规定办理离校手续,凡未办清离校手续的,不予发放;同时应要求毕业留学生在《应届毕业留学生学历证书发放签名表》上签名确认,避免错发、遗失。

1. School of International Cooperation shall be responsible for conferring diploma certificates. Students should check out and finish all the leaving procedures within required time according to relevant rules. Otherwise, certificates won’t be conferred. Students are supposed to sign Graduates’ Diploma Certificate Names Form to avoid mistakes or losses.

(二)学历信息一经电子注册,将无法进行修改。国际交流学院务必告知已领到学历证书的留学生,当场仔细核对证书上各项信息,如有问题,必须于领证当天至国际交流合作处核查解决,避免因证书信息错误导致毕业留学生的不便。

2. Educational background cannot be revised once registered. School of International Cooperation shall remind the students to carefully check all the information on the certificate. The mistakes, if any, shall be dealt within the same day at Department of International Exchange & Cooperation to avoid inconveniences caused by certificate mistakes.

(三)国际交流合作处负责按照教育部要求登录中国高等教育学生信息网即时上报外国留学生学历信息完成学历证书电子注册工作。

3. Department of International Exchange & Cooperation shall log in China Higher Education Student Information and Career Center timely, report foreign students’ diploma information, and finish e-registration  according to requirements of Ministry of Education.

  1. 学历证书不得由他人代领,国际交流学院不寄送学历证书。

4. Diploma Certificate can only be conferred in person and shall not be sent by post.

五)学历证书发放完毕后,毕业留学生名册及有关数据资料按档案管理有关规定建档登记,并移交学校档案馆。

5. Files such as name list of graduates and relevant data shall be set up and transferred to CIT’s file room after all the diploma certificates are conferred.

第四十六条  获得结业证书的留学生,在最长学习年限内修满专业人才培养方案规定的总学分和其他各类学分并达到毕业要求,可按学校有关规定申请换发毕业证书,逾期不再受理。

Clause 46 Students who get incompletion certificate can apply to renew into graduation certificate when they gain all credits required by cultivation plan and other kinds of credits, meanwhile meet the demands of graduation within the maximum study duration. Overdue application will not be accepted.

  1. 学校受理换发毕业证书申请的具体时间为:每学年9月、12月、3月和6月的最后一周。在规定时间之外,不予受理。

  1. Specific time for school to accept certificate renewing appication isLast week of September, December, March and June. No case accepted beyond these time.

  1. 留学生申请换发毕业证书,其毕业资格须经二级学院、国际交流学院审核,报教务处批准。

  1. The qualification for students to renew certificate shall be checked by schools and School of International Cooperation and approved by Department of Academic Affairs.

  1. 换发的毕业证书,毕业时间按发证日期填写。原结业证书同时收回。

  1. Graduation time on the renewed graduation certificate will be the date it issued and the incompletion certificate will be withdrawn.

  1. 国际交流合作处负责登录中国高等教育学生信息网申报变更留学生学历证书电子注册信息。

  1. Department of International Exchange & Cooperation shall log in China Higher Education Student Information and Career Center to change the foreign students’ diploma e-registration information.

第四十七条  留学生学历证书损毁或遗失后,可申请办理学历证明书。学历证明书与学历证书具有同等法律效力。

Clause 47 Students whose diploma certificates are lost or damaged can apply for certificate proof, which has the same legal effect as the diploma certificate itself.

  1. 申请办理学历证明书的留学生,须本人持身份证和2寸免冠正面彩色相片1张到学校档案馆申请办理,并交纳相应工本费,按规定登记相关信息。学历证书损毁的,须将受损证书交回,再办理学历证明书。如本人在外地委托他人办理的,须由受委托人持委托人有效证件、委托人2寸免冠正面彩色相片一张、委托书及受委托人有效证件前来办理。

1. Applicants apply to School of International Cooperation with personal ID and a 2 inch full-faced color photo. Nominal fee shall be paid and relevant information shall be filled in. In cases where diploma certificate is damaged, the new one can only be reissued when the dam aged one is returned. In cases where others are entrusted, the entrusted shall hold the valid documentation of the client and the entrusted, a 2 inch full-faced color photo, letter of authorization.

(二)档案馆在核查申请人学籍档案、原发证记录及其它相关材料后,按规定发放学历证明书。

The diploma certificate shall be issued after applicant’s student status file, original issuing record and other relevant materials are reviewed by CIT Archives.

第十二章  附 则

第四十八条  本规定自2016级留学生开始执行,由国际交流合作处、教务处负责解释。

Clause 48 Regulations shall be executed from students enrolled in 2016. School of International Cooperation and Department of Academic Affairs are responsible for further explanation.
